Caroline Gem Paxton

A lifelong resident of Tolleson, Caroline Gem Paxton has proudly served on the City of Tolleson Planning and Zoning Commission for the past 22 years, including roles as both Chair and Vice Chair. Her long-standing commitment to public service reflects her deep dedication to the city she calls home.

Caroline retired from the State of Arizona after a distinguished 32-year career in the social services field. She managed a department and supervised a team of 10 individuals, demonstrating strong leadership and a passion for supporting others.

In addition to her work on the commission, Caroline has volunteered in various community events and initiatives, including Luces de Navidad, Whoopee Daze, and the City's Back to School Drive. Her volunteerism exemplifies her love for community engagement and civic pride.

Caroline has been married to her husband, Mark, for 39 years. In her free time, she enjoys playing pickleball at the Tolleson Parks and Recreation Center and walking throughout the city with her beloved dog, JoWillie.
