2026 Primary Election
AMENDED CALL OF ELECTION
PUBLIC NOTICE OF THE CITY OF TOLLESON, ARIZONA
Notice is hereby given that the City of Tolleson will hold elections as follows:
Primary Election*: Tuesday, July 21, 2026
General Election: Tuesday, November 3, 2026
Polls are open from 6:00 AM to 7:00 PM on Election Day. The Elections are administered by Maricopa County and polling places are determined by the County.
Offices to be Filled
Three Council Seats (At-Large)
Term of Office: December 8, 2026 to December 10, 2030
Incumbents: Council Members Jimmy Davis, Clorinda C. Erives and Linda M. Laborin
Candidate Packet Distribution
Information and candidate packets are available at the Office of the City Clerk, 9055 West Van Buren Street, Tolleson, Arizona, 85353 or tolleson.cityclerk@tolleson.az.gov. Candidates must file a Statement of Interest prior to collecting any nomination petition signatures. Any nomination petition signatures collected before the date the Statement of Interest is filed are invalid and may be subject to challenge pursuant to A.R.S. § 16-351. Nomination Papers Filing Deadline
Pursuant to A.R.S. § 16-311, the following three properly executed forms must be submitted to the City Clerk for the official filing of your candidacy no earlier than Monday, February 23, 2026 (no more than 150 days before the Primary Election) and no later than Monday, March 23, 2026 by 5:00 PM (not less than 120 days before the Primary Election):
- Nonpartisan Nomination Petitions containing no less than 30 signatures and no more than 58 signatures;
- Nonpartisan Candidate Nomination Paper - Declaration of Qualification; and
- Public Officer and Candidate Financial Disclosure Statement.
Permanent Base Adjustment – Local Alternative Expenditure Limitation
A proposal to adopt a Permanent Base Adjustment to the City of Tolleson’s Local Alternative Expenditure Limitation will be considered at the City of Tolleson General Election on Tuesday, November 3, 2026. The Permanent Base Adjustment would establish a permanent expenditure limitation that replaces the state-imposed expenditure limitation and allows the City to maintain local control over its budget.
Approval of the Permanent Base Adjustment does not increase or change property tax or sales tax currently collected by the City. If the Permanent Base Adjustment is not approved, the City of Tolleson will be subject to the state-imposed expenditure limitation formula, which would restrict the City’s ability to spend revenues it already collects to provide essential public services, including Police, Fire, Water, and Wastewater services.
Voter Registration Deadline
Monday, June 22, 2026 – Primary Election
Monday, October 5, 2026 – General Election
Early Voting for the Primary and General Elections will be permitted in accordance with the provisions of A.R.S. Title 16, Chapter 4, Article 8.
Last Day to Request an Early Ballot
Friday, July 10, 2026 – Primary Election
Friday, October 23, 2026 – General Election
House Bill 2022 is emergency legislation, effective on February 6, 2026, that moves up the Primary Election from August 4, 2026 to July 21, 2026 to avoid missing federal deadlines to send ballots to military and overseas voters.
The new 2026 Primary Election date of July 21, 2026 also moves up candidate and voter deadlines. This Amended Call of Election outlines the new dates for candidate filing, voter registration and early ballot requests that are impacted by the new July 21, 2026 Primary Election date.

*Any candidate receiving a majority of all votes cast at the Primary Election will be declared elected without running at the General Election.
Amended Call of Election Notice
CANDIDATE QUALIFICATIONS
To qualify as a candidate, an individual must meet the following requirements:
- Must be 18 years of age or over at the time of filing their nomination papers.
- Must be able to speak, write and read the English language.
- Must be a qualified and registered elector at the time of filing their nomination papers.
- Must have resided in the City of Tolleson limits or a recently annexed area for a minimum of one year prior to the date of the election. Please keep in mind, due to the post office, many residents in Phoenix may have a Tolleson mailing address, but they do not reside in Tolleson. Please refer to the Tolleson Boundary Map. This one-year residency requirement also permits persons living in an area that is annexed to the City less than one year prior to the election to qualify as a candidate if they meet all other requirements for candidates. To meet all other requirements, such candidates must still have resided for one year prior to the election in the area which was subsequently annexed.
- Must not be convicted of a felony, unless civil rights have been restored.
