Tolleson HEAF Program

In Cooperation with Wildfire, Inc. of Phoenix, the Tolleson Community Action Program (CAP) is excited to offer the Home Energy Assistance Funding (HEAF). Through HEAF, we are currently offering three programs, Salt River Project (SRP) and Southwest Gas Bill Assistance; LIEC and Energy Share Bill Assistance, the Utility Repair Replacement and Deposit (URRD) program.

Salt River Project:

  • Current, past due, deposits; Balances from previous address; Reconnection, establishment fees; Returned payment fee
  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • Customer or household member.
  • Up to $600, customers can receive assistance once in a 12-month period.

Southwest Gas:

Southwest Gas LIEC

  • Current, past due amount
  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • Customer or household member.
  • Up to $400, customers can receive assistance once in a 12-month period.

Southwest Gas Bill Assistance

  • Current, past due, deposits, re-establishment fees, late charges and other fees.
  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • Customer or household member.
  • Customers can receive assistance multiple times within a 12-month period but cannot exceed the maximum grant amount of $400.

Utility Repair Replacement and Deposit (URRD) Program:

Assistance to low-income individuals with deposits for utility services and to make needed repairs and/or replacements to existing utility related appliances or systems.

Eligible Appliance & Systems:

Water Heater | Cooking Stove | Microwave | Furnaces | Air Conditioner | Home Telephone (landline only) | Evaporative Cooler | Refrigerator | Washer/Dryer | Electrical Panels | HEPA Filters

Eligibility Criteria:

  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • The applicant must be the owner of the appliance or system to be repaired and/or replaced.
  • A qualified individual of the agency may conduct inspection of the repair and/or replacement needed.
  • Primary applicant must be U.S. citizen or legal resident.  
  • Must fully complete application and provide all required documents.
