City of Tolleson Phased Water Rate Increase

Tolleson, AZ January 3, 2024 — The Tolleson City Council, in accordance with Arizona Revised Statute § 9-511.01, is moving forward with a phased water rate increase to support essential infrastructure improvements and ensure the long-term sustainability of our water services.

Key Highlights of the Water Rate Increase:

1. **Phased Approach**: The City Council has approved a phased approach to the rate increase, spanning nine years. This approach will provide a manageable transition for residents and businesses.

 2. **Rate Structure**: Over the nine-year period, water rates will see a gradual adjustment. The initial 1 to 4 years will experience a 9% increase each year, followed by years five through nine with a 6.5% increase each year. Year 1 of the increase was already implemented in October 2022.

 3. **Compliance with State Law**: This rate increase is in full compliance with Arizona Revised Statute § 9-511.01, which requires a written report supporting the proposed rate increases, a Notice of Intent (NOI) to increase rates, a public hearing at least 60 days after the NOI, and the publication of the NOI in a newspaper at least 20 days before the public hearing.

 4. **Community Engagement**: The City is committed to transparency and welcomes community input. A public hearing is scheduled for January 9, 2024, at the Tolleson City Council Meeting held at 9055 W. Van Buren Street, Tolleson, AZ at 6 PM where residents and businesses can express their concerns, ask questions, and provide feedback on the proposed rate increases.

 5. **Review of Rate Study**: To ensure transparency and clarity, a work session is scheduled for November 14, 2023, during which the rate study and the proposed new fees will be reviewed. This session will provide an opportunity for community members to gather information and engage with city officials.
