Lupe Leyva Bandin has served on the Tolleson City Council since October 2014. She has worked closely with the city council members in approving the preparation of sound expenditure budgets, initiating and enforcing policies that provide for safe neighborhoods and in promoting the city’s numerous economic development opportunities.
She began her career in Public School Finance in 1979 and retired from administration as Director of Finance for the Tolleson Union High School District in 2008. Working in all areas of a public school operations has equipped Council Member Bandin with the experience necessary to provide sound evaluations of the functions and management of the City of Tolleson. She has strived to be a highly qualified council member by attending Arizona League of City workshops and became a National League of Cities Bronze Certificate-Leadership Fellow during her first year in office.
She has served as President of the City of Tolleson Municipal Finance/Facilities Corporation and President of the City of Tolleson Industrial Development Authority. She was a member of the Arizona Association of School Business Officials and also served on the board of directors. Lupe is a current member of the Arizona League of Cities and Towns and the National League of Cities.
Council Member Bandin is a lifelong resident of Tolleson. She attended Tolleson schools graduating from Tolleson Union High School and proceeded on to Estrella Mountain Community College.
Council Member Bandin is the daughter of Ricardo and Reina Leyva. She is married to George Bandin, and together they have four children and one grandchild.
